Secretary Zinke:

The President has the power to designate certain federal lands as national monuments, to preserve them for future generations. He does not have the authority to shrink areas protected by former presidents. Only Congress can do that. And Congress has not taken action to reduce these national monuments.

President Trump’s proclamations are under legal challenge and could be overturned by the courts. Until those challenges are resolved, you should leave Bears Ears and Grand Staircase-Escalante National Monuments intact.

Until the legal challenges are resolved, you should cease developing any management plans associated with the reduction of these national monuments.
